Eu4 workshop mods not downloading

Tried to download a couple mods from Steam Workshop. They don't download, I read online most people have to open the game and exit a couple times before the mods appear. I've done that. I've started and exited the game multiple times, logged in and out of Steam. Played EU4 for a couple hours. Nothing, I've even tried restarting my computer.
